Overview

Evaluation of federal programs is essential for executive and congressional oversight activities, including to gauge the effectiveness of programs and investments of taxpayer dollars. Determining whether a program is working, in what contexts, and under what conditions is one aspect of promoting improved federal management and greater efficiency and effectiveness. Coupled with routine, well-designed, and well-implemented performance measurement and monitoring strategies, oversight officials and the American people can benefit from knowledge about how well their government performs and achieves stated goals. The U.S. Government Accountability Office (GAO) periodically publishes revisions to its framework for aligning performance and evaluation definitions and relationships (see GAO-21-404SP). The third webinar in the Issues in Evaluation Series, jointly sponsored by GAO and the Data Foundation, featured representatives from GAO and evaluation experts to provide an overview of GAO’s recent work and relevant updates along with discussion of the implications and strategies for government agencies to consider in implementing the framework.
