WASHINGTON, D.C., December 8, 2025 – The following is a statement from Nick Hart, President and CEO of the Data Foundation, on the announcement of the President’s Management Agenda (PMA) on performance.gov and through an Office of Management and Budget memo (OMB-M-26-03):
"The Data Foundation welcomes the Trump Administration's President's Management Agenda framework and its focus on eliminating waste and improving government efficiency. The PMA's commitment to "eliminate data silos and duplicative data collection" and "reduce wasteful processes through artificial intelligence" reflects principles we've championed for years—that high-quality government data serves as essential infrastructure for both efficient operations and American competitiveness.
The Data Foundation's People's Data 100 initiative directly supports the strategic prioritization the PMA envisions. Through an open nomination process, we're identifying which national datasets deliver the greatest value to Americans—from GPS and weather data powering daily decisions to business filings enabling market transparency.
However, achieving the PMA's efficiency and accountability goals will require prioritizing the very data infrastructure that makes measurement of results possible. We cannot verify improvements or prevent fraud without maintaining the statistical agencies, data systems, and evidence-building capacity that provide reliable information.
As these management reforms move forward, we encourage the Administration to:
Prioritize core data infrastructure that enables the accountability and measurement the PMA demands
Use evidence-based frameworks to distinguish between genuine waste and functions that deliver measurable public value
Advance Evidence Act regulations enabling secure data sharing that supports both AI priorities and fraud prevention
Establish clear standards ensuring agencies use the best reasonably available information that is fit-for-purpose—appropriately aligned with intended regulatory and policy uses
Ensure continued public access to data Americans have already paid for through taxes and regulatory compliance
The Data Foundation and our Data Coalition members stand ready to support the PMA's relevant objectives that align with our mission, while working to ensure that necessary data infrastructure continues serving the American people."
