Re: Restructuring of the Office of Planning, Research, and Evaluation at the Administration for Children and Families
Dear Secretary Kennedy:
The undersigned organizations, research institutions, companies, and individuals write to express our deep concern regarding the decision to drastically restructure and effectively dismantle the Office of Planning, Research, and Evaluation (OPRE) at the Administration for Children and Families (ACF). As detailed in the February 13, 2026 joint statement from the Data Foundation and Results for America, this decision threatens to destroy one of the federal government's most effective and respected evaluation units. OPRE is an office that has served administrations of both parties for decades by producing rigorous, independent evidence on programs that serve millions of America's children and families.
We are particularly troubled that this sweeping change was made without meaningful consultation with key stakeholders—including Congress, the data, research and evaluation community, state and local government partners, and the organizations and practitioners who rely on OPRE's work to deliver effective services. A decision of this magnitude, affecting an office with decades of institutional knowledge and hundreds of ongoing research and evaluation projects, warrants a deliberative process that engages those who depend on OPRE's evidence and those who fund its activities through congressional appropriations.
OPRE has been a cornerstone of America's human services evidence infrastructure. Its research portfolio spans some of the most consequential programs in the federal government, including Head Start, the Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program, Temporary Assistance for Needy Families (TANF), child welfare services, and child care. OPRE's work has enabled policymakers, practitioners, and communities to understand what works, for whom, and under what conditions. This is exactly the kind of information necessary to ensure taxpayer dollars are spent effectively and that families receive the help they need.
Under this restructuring, we expect only mandated research will continue—and even that work will now require direct approval from political appointees, compromising the scientific independence that gives evaluation findings their credibility and utility. This means years of ongoing studies, taxpayer-funded data collection efforts, and research partnerships will likely be abandoned—in many cases just as they were poised to deliver findings. Notably, congressional appropriations for FY 2026 largely supported OPRE's functions as written, raising serious questions about whether this restructuring is consistent with congressional intent.
This decision is also inconsistent with the Foundations for Evidence-Based Policymaking Act, signed into law by President Trump in 2019, which established a framework for strengthening—not weakening—the federal government's capacity to build and use evidence. The Evidence Act reflects a bipartisan commitment to ensuring that agencies have the infrastructure, leadership, and resources needed to evaluate programs and inform decisions with the best available evidence.
We respectfully urge you to:
- Immediately halt the restructuring of OPRE and preserve its existing research and evaluation functions, staff, and vendor relationships during a meaningful review period.
- Engage in transparent consultation with Congress, the research community, state and local partners, and other stakeholders before making structural changes to an office of this significance.
- Ensure that all ongoing research and evaluation projects are allowed to reach completion so that the American public receives the findings their tax dollars have funded.
- Uphold the evidence-building principles and institutional roles established by the Foundations for Evidence-Based Policymaking Act, including the independence of evaluation activities from political interference.
The signatories to this letter represent a broad coalition of organizations and individuals who have relied on, contributed to, and benefited from OPRE's work over many years. We include research firms that have partnered with OPRE to conduct rigorous evaluations, nonprofits that use OPRE's findings to improve services for families, state and local agencies that depend on OPRE's evidence to design effective programs, and individual researchers and practitioners who have dedicated their careers to building evidence that improves lives. We are united in our belief that evidence-informed policymaking is essential to a government that works for the American people.
We stand ready to work with the Department, the Administration, and Congress to ensure that the federal government maintains the evaluation capacity it needs to serve children and families effectively. We urge you to reconsider this decision before irreversible damage is done.
