WASHINGTON, D.C., November 18, 2024 – In September 2023, Rep. Russell Fry (R-SC), along with co-sponsors Rep. Jasmine Crockett (D-TX) and others, introduced the Grant Transparency Act of 2023 (H.R. 5536), requiring federal agencies to provide detailed information about grant evaluation criteria and scoring methods in Notices of Funding Opportunity. On behalf of the Data Foundation, President and CEO Nick Hart issued the following statement on the legislative proposal:
"The Data Foundation endorses the bipartisan Grant Transparency Act of 2023 (H.R. 5536) and calls on Congress to swiftly pass this legislation. This bill represents a step forward in federal grant transparency, building upon reforms previously championed through the Grant Reporting Efficiency and Agreements Transparency (GREAT) Act and recent updates to the Uniform Guidance that enable stronger evaluation of federal awards.
"By requiring agencies to disclose their rating systems, evaluation criteria, and weighted scoring methods, the Grant Transparency Act will create a more equitable and transparent grant-making process along with improved public discourse to support evaluation capacity. These reforms align with the Data Foundation's longstanding mission to promote accessible, standardized data that enables evidence-informed decision-making.
"The Data Foundation commends Representatives Fry and Crockett, along with Senators Cornyn, Hassan, and Peters who introduced companion legislation in the Senate, for their leadership in advancing these important reforms. We urge Congress to act quickly to pass this legislation and look forward to working with our partners to support successful implementation of these transparency measures."
