Susan Jenkins is a Senior Fellow supporting Evidence Capacity at the Data Foundation and an Adjunct Professorial Lecturer in Public Administration and Policy at American University. She previously served as the Chief Evaluation Officer for the U.S. Department of Health and Human Services, the Director of the Office of Performance and Evaluation at the U.S. Administration for Community Living, and a Senior Evidence Advisor to the U.S. Office of Management and Budget. Under the Chief Statistician of the United States, she co-chaired the Federal Committee for the Implementation of Statistical Policy-15.
Earlier in her career, she led evaluation studies and strategic planning initiatives for the U.S. Peace Corps and served as a senior technical advisor to the U.S. Department of Justice and the Office of National Drug Control Policy.
In 2023, she was recognized by the Data Foundation as the Federal Evaluation Officer of the Year for her work directing the operationalization of an agency-wide evaluation policy and embedding rigor, transparency, and integrity into all evaluation activities. She was also featured on the GovInnovator Podcast for her contributions to data-driven innovation and leadership.
