Dr. Marcum is an open science advocate striving to make all aspects of publicly funded research more open, equitable, and secure. Previously serving as Senior Statistician and Senior Scientist in the White House Office of Management Budget (OMB) and as Assistant Director for Open Science and Data Policy in the White House Office of Science and Technology Policy (OSTP), he led the development of transformative policies in data governance including the 2022 OSTP Public Access Memo and the 2025 OMB Open Government Data Act Implementation Guidance. Dr. Marcum received his Ph.D. in sociology from the University of California, Irvine (UCI) in 2011. He also has a Master’s degree in demographic and social analysis from UCI and completed a post-doctoral fellowship in economics and statistics at the RAND Corporation. An accomplished scholar, Dr. Marcum has published over 70 articles and thought pieces. He is a fellow of the Gerontological Society of America, nominated by his peers for his research, training, and advocacy on issues related to aging and the life course.
