Applying Engineering and Entrepreneurial Skills to Public Sector Innovation Kshemendra Paul’s mission is reforming government by using data, information sharing, and technology to change incentives and scale innovation, performance improvement, and operational excellence. He began his career in the private sector as a technology leader and entrepreneur, co-founding a location-based web search firm in Silicon Valley that successfully launched and was later acquired. Driven to redefine his impact after the events of 9/11, he transitioned to public service to address deficiencies in public sector information sharing and operational integration.
Transforming Federal Data Policy and Evidence-Based Operations During his federal career, Kshemendra served in transformative leadership roles across five federal agencies and the Executive Office of the President. As the inaugural Chief Data Officer at the Department of Veterans Affairs, he established a veteran-centric data strategy and governance framework that identified $90 million in cost savings within six months and utilized targeted, data-driven outreach to expand services for hundreds of thousands of veterans.
As the Federal Chief Architect in the Office of Management and Budget, Kshemendra oversaw the federal IT portfolio across two administrations, where his focus on common standards and data analytics helped prevent approximately $10 billion in fraud losses. During his tenure at the White House, he also led the team recognized for delivering Data.gov, a foundational platform for federal open data transparency.
As the Chief Enterprise Architect at the Department of Justice, he organized the department’s enterprise architecture, modeling on private sector product management approaches to reduce overlap and duplication, and increase interoperability. An early transformation came with the delivery of the National Information Exchange Model (NIEM), which innovated federated, domain-based governance across federal, state, and local agencies for common minimum semantic standards solving the core n-squared enterprise integration challenge. NIEM has transitioned into NIEMOpen, becoming the premier international public sector semantic interoperability standard.
Activating National Coalitions and Ensuring Integrity In a Presidentially-designated role, Kshemendra served as the executive branch lead for information sharing, operating out of the Office of the Director of National Intelligence. He integrated one million law enforcement officers into a comprehensive national security and public safety information-sharing architecture, an achievement that successfully removed the issue from the GAO’s High-Risk List. Most recently, as the Assistant Inspector General for Cyber Assessments and Data Analytics at the Department of Energy, he led independent oversight of the department’s use of IT, cybersecurity, and artificial intelligence, issuing 132 cybersecurity recommendations and supporting nearly $1 billion in monetary impact before retiring from federal service in 2025.
Advocacy, Recognition, and Education Kshemendra is widely recognized for his operational impact and ability to implement leading practices rooted in systems thinking. He is a three-time recipient of the Federal 100 award, a Computerworld Premier 100 honoree, and has received Lifetime Achievement Awards from both the Federal Enterprise Architecture Council and the National Fusion Center Association.
In addition to his work with the Data Foundation, he is a fellow of the National Academy of Public Administration, a strategic advisor to government CIOs at the Partnership for Public Service, an advisor at the Program Integrity Alliance, and a board member for the Capital Area Chapter of the Society for Information Management. In addition to his primary focus on public policy advocacy, he advises leaders and organizations.
Kshemendra holds a B.S. in Mathematics, a B.S. in Electrical Engineering with engineering honors, and an M.S. in Electrical Engineering from the University of Maryland, College Park, as well as an Executive Certificate in Public Leadership from the Harvard Kennedy School of Government.
