POSITION OVERVIEW

The Communications Manager or Director is a leadership position. This role is responsible for developing and implementing comprehensive communications strategies that advance the organization's mission, enhance its reputation, and amplify its impact. The position manages external communications, including media relations, digital presence, marketing materials, and publications.

As a member of the leadership team, the Communications Manager or Director will collaborate closely with the President & CEO, Chief of Staff, program directors (Center for Data Policy and Center for Evidence Capacity), and Special Projects leads to ensure consistent messaging across all platforms and initiatives. The position requires a strategic communicator who can translate complex data policy and evaluation concepts into compelling narratives for diverse audiences, while positioning the Data Foundation as a leading voice on data policy and evidence-informed decision-making.

The Communications Manager or Director will be responsible for developing and managing external communications channels, creating engaging content, building media relationships, supporting events, and measuring communications effectiveness. This role also includes overseeing the integration of AI tools and emerging technologies into communications strategies, consistent with the organization's AI policy, and will work closely with the Operations Director on website and social media management.

This position is based in Washington, DC with a hybrid work arrangement and reports to the President & CEO. Travel may be required for the position. The Data Foundation is an Equal Opportunity Employer.

 

ROLES AND RESPONSIBILITIES

Communications Strategy Development and Implementation (25%)

  • Develop and execute comprehensive communications strategies that advance the Data Foundation's mission, values, and strategic goals
  • Create and maintain a consistent organizational voice across all platforms and materials
  • Identify opportunities to enhance the Data Foundation's visibility and reputation with key stakeholders
  • Monitor industry trends and best practices to continually improve communications approaches
  • Support the integration of AI tools and emerging technologies into communications strategies in alignment with organizational AI policies
  • Coordinate with the leadership on overall messaging strategy

Content Creation and Management (25%)

  • Oversee the development of high-quality content for the Data Foundation's website, blog, social media channels, newsletters, and publications
  • Create compelling narratives that translate complex data policy concepts into accessible content for diverse audiences
  • Develop and maintain a content calendar that aligns with organizational priorities and initiatives
  • Coordinate with program directors (Center for Data Policy and Center for Evidence Capacity) to highlight research findings, policy recommendations, and project outcomes
  • Support the Special Projects teams (Data Coalition, Climate Data Collaborative, Financial Data Hub) with specialized content development
  • Edit and review all external-facing materials to ensure quality, consistency, and alignment with organizational messaging

Media Relations and External Communications (15%)

  • Build and maintain relationships with relevant media outlets and journalists
  • Develop press releases, media pitches, and talking points for organizational announcements and initiatives
  • Coordinate media interviews and prepare spokespeople for public appearances
  • Monitor media coverage and develop strategies to increase positive mentions
  • Support Government Affairs efforts with communications materials for policy advocacy
  • Manage crisis communications and reputation management as needed

Digital Presence and Social Media Management (15%)

  • In coordination with the Operations Director, oversee the Data Foundation's website content, ensuring it remains current, engaging, and user-friendly
  • Manage social media channels, including content creation, community engagement, and growth strategies
  • Explore and implement emerging social platforms to expand the organization's reach
  • Analyze digital metrics and adjust strategies to improve engagement and impact
  • Support the development and distribution of digital publications, reports, and resources

Event Support and Stakeholder Engagement (10%)

  • Collaborate with the Operations team to develop effective marketing and communications for Data Foundation events
  • Create materials and messaging to support the Data Coalition and partner engagement efforts
  • Support development and fundraising initiatives through effective donor communications and materials
  • Ensure consistent messaging across all stakeholder touchpoints, including members, partners, and policymakers
  • Develop strategies to engage new audiences and expand the Data Foundation's reach
  • Support the Knowledge Management function led by the Chief of Staff

Cross-Cutting Functions Support (10%)

  • Contribute to Knowledge Management efforts by documenting successful communications approaches
  • Support State/Local Engagement through targeted messaging and content development
  • Assist with Advisory Functions by creating materials for topic-specific advisory groups
  • Collaborate with the Board of Directors on communications related to governance and strategic initiatives
  • Support cross-organization sharing of insights and best practices in communications

 

QUALIFICATIONS AND COMPETENCIES

  • 4+ years of progressive experience in communications, public relations, marketing, or related field for the Director level (2-4 years for Manager level)
  • Demonstrated success in developing and implementing effective communications strategies, including with AI tools
  • Exceptional writing, editing, and storytelling skills with the ability to translate complex topics into compelling content
  • Experience managing digital communications platforms, including websites and social media
  • Strong knowledge of media relations and experience working with journalists
  • Project management skills with the ability to handle multiple priorities simultaneously
  • Understanding of data policy, evidence-informed policymaking, or related fields preferred
  • Experience with communications measurement and analytics
  • Familiarity with AI tools and emerging technologies in communications
  • Experience working in nonprofit, think tank, or policy organization settings preferred
  • Knowledge of the federal data policy landscape and government operations is highly desirable
  • Ability to translate technical concepts (such as data standards, evidence-building, evaluation policies) into accessible content
  • Strong collaborative skills to work effectively across program areas and special projects
  • Adaptability and willingness to learn in a growing organization
  • Commitment to the Data Foundation's core values and mission

 

REQUIRED EDUCATION AND EXPERIENCE

  • Bachelor's degree in communications, journalism, public relations, marketing, or related field required; Master's degree preferred for Director level
  • Experience in nonprofit communications, policy communications, or science/data communications
  • Demonstrated portfolio of successful communications projects and campaigns
  • For Director level: Previous management experience leading communications teams

 

LOCATION

SALARY RANGE

  • Director Level: $80,000-$105,000, depending on experience and compensation package details 
  • Manager Level: $55,000-$80,000, depending on experience and compensation package details
