WASHINGTON, D.C. (October 11, 2024) -- The Data Foundation acknowledges the White House Office of Management and Budget's (OMB) release of the final rule on "Fundamental Responsibilities of Recognized Statistical Agencies and Units." This final regulation is a major step in implementing the bipartisan Foundations for Evidence-Based Policymaking Act of 2018, or Evidence Act (P.L. 115-435).
While the Data Foundation is still reviewing the full implications of the Public Trust Final Rule published in the Federal Register on October 11, 2024, we are encouraged by OMB's efforts to enhance public trust in federal statistics and strengthen the federal statistical system.
Nick Hart, President & CEO of the Data Foundation, issued the following statement:
"OMB’s release of the final Public Trust rule marks an important milestone in implementing the Evidence Act. The success of this rule will depend on meaningful collaboration across the federal data ecosystem, far beyond recognized statistical agencies and units. The Data Foundation urges statistical agencies to work closely with Chief Data Officers, Evaluation Officers, Performance Officers, Chief Information Officers, Chief Financial Officers, and other key data leaders to ensure this rule supports a comprehensive, government-wide approach to evidence-building activities and responsible data use. The Data Foundation looks forward to engaging with our community and partners to fully understand the implications of the regulation rule and support its effective implementation."
The Data Foundation provided comments on the draft regulation initially proposed by OMB in August 2023. The Data Foundation’s public comments also recognized the important role of future innovation in the federal statistical system.
Regulations.gov includes more than 60 public comments in the docket for the regulation and OMB indicates that comments were considered and partially incorporated in the final rule.
The Data Foundation will continue to analyze the rule and its potential impact on evidence-informed policymaking and the broader data infrastructure in government for the years ahead.
